The Myanmar Military Council (MMC) has sent dozens of personnel from the Ordnance Production Plant (OPP) to the BSUIR University in Belarus for weapons training, Justice For Myanmar, a group that monitors the military’s actions, has reported.

The students have been studying since 2023 and are continuing their studies in Minsk as of June this year, Justice For Myanmar reported.

The students sent by the Myanmar military are from the No. 4 Defense Production Plant (OPP) in Tatkon, Nay Pyi Taw, the No. 20 Defense Production Plant in Maungdaw, Ngaphe, and the No. 10 Myanmar Heavy Industry Plant in Meiktila Township, Mandalay Region, JFM reported.

The students are conducting research in radio-electronic engineering, JFM wrote, citing sources familiar with the matter. In May 2025, the principal of BSTU, General Ko Lay, Brigadier General Kyaw Soe Oo, the military attaché of the Myanmar embassy in Belarus and Russia, met with the military.

Brigadier General Kyaw Soe Oo is the military attaché of the Myanmar embassy in Belarus and Russia. During the meeting, they discussed the training of students sent by the military to BSTU.

JFM also met with 34 Myanmar students who have completed advanced military studies at Belarusian universities, including BSTU.

On the other hand, JFM alleged that Belarus had transferred and sold a specially designed air defense command system to the Myanmar military.

The military is using this system to shoot down attack drones used by the rebel forces, JFM added.
